That would be the case when he made so low on one of the tests 
that it took 100's on all 5 of the other tests to pull his 
average up to 95.

So let his score on that low test be x, then

Average = %28x%2B100%2B100%2B100%2B100%2B100%29%2F6 = 95

                      %28x%2B500%29%2F6 = 95
                       
Multiply both sides by 6

                    x + 500 = 570

                          x = 70
