Volume of salt in 30% saline solution = 280 * 30/100 ml = 84 ml
volume of solution where 28% salt is 84 ml = 84 /28 * 100 ml = 300 ml

Hence amount of water to be added to original solution is 300-280, i.e. 20 ml.
