To find points to plot do the same thing you do for equalities.
Let x=0 and solve for y:
y=9(0)+4
y=0+4
y=4 Plot (0,4)
Let x=-1 and solve for y:
y=9(-1)+4
y=-9+4
y=-5 Plot (-1,5)
Because this is a less than OR EQUAL to, connect the points with a solid line. Because y is by itself on one side of the inequality sign and y is LESS than the other side, shade below the line.
Some teachers like to have you use a test point like (0,0) in the original equation. If the statement is true, shade towards the test point. True, shade towards the origin.
