Let x = number infected last year

So if the amount increased by 25%, then we add 0.25x to the original amount x to get the final amount 35000

This means we have the equation

x+0.25x = 35000

Now solve for x

x+0.25x = 35000

1.25x = 35000

x = 35000/1.25

x = 28000


So 28000 people were infected last year.
