There are two ways to do this, if your teacher is using a different method than mine let me know and I'll show you that method.

When given a point and a slope, I like to use the point slope formula:highlight%28y-y1=m%28x-x1%29%29, where m=slope and (x1,y1) is the given point.
your m=-4 and (x1,y1)=(-2,3)
y-3=-4%28x-%28-2%29%29
y-3=-4%28x%2B2%29
y-3=-4x-8
y-3%2B3=-4x-8%2B3
y=-4x-5 <--this is the slope intercept form of the equation of the line.
