 and

 You mis-typed both problems what did you mean to type?
 I'll do one, with my own guess as to what you might have meant.
 L1) x-5y=12
 L2) 3x+4y=-2
 ***Solve L1) for x and sustitute that into L2) and solve for y.
 x-5y+5y=12+5y
 x=12+5y
 :
 3(12+5y)+4y=-2
 36+15y+4y=-2
 36+19y=-2
 -36+36+19y=-2-36
 19y=-38
 19y/19=-38/19
 y=-2
 ***substitute -2 in for y in L1) and solve for x:
 x-5(-2)=12
 x+10=12
 x+10-10=12-10
 x=2
 The solution is (x,y)=(2,-2)
