You can put this solution on YOUR website! "it takes 10 minutes to do an oil change" and there are x oil changes, so it takes 10x minutes to do x oil changes. Similarly, it takes 7y minutes to do y tire changes.
In total it takes 10x+7y minutes to do x oil changes and y tire changes. This quantity must be less than 150 minutes. So the answer is
