You say y=-3 is the equation? What about the slope?


Since we know the slope and the point, let's use the point-slope formula.


y - y1 = m(x-x1)


y-(-3) = (2/3)(x - 6)
y + 3 = 2x/3 - 12/3
y + 3 = 2x/3 - 4
y = 2x/3 - 7
