1) Fill the 8 gallon pail, and use that water to fill the 6 gallon pail, leaving 2 gallons in the 8 gallon pail.
2) Empty the 6 gallon pail and transfer the 2 gallons that were left in the 8 gallon pail to the 6 gallon pail.
3) Fill the 8 gallon pail again and used those 8 gallons plus the 2 gallons from the 6 gallon pail to fill the tank.
