So first,

.35(x) + .17(72-x) = .25(72)
by multiplication (distribution property of real numbers) ,
we will get,
(.35x) + (12.24-.17x) = 18
.18x + 12.24 =18
18x=18-12.24
.18x= 5.76
so x= 32
35% sugar solution needs 32 liters and 17% sugar solution needs 40 % in order to obtain 25% sugar solution in 72 liters.
