16y=4x-2

y=(1/4)x-(1/8)
slope of this line is (1/4)
The parallel line will have same slope = 1/4
point = (-2,-6)
Find b , plug point and slope in the equation y = mx+b
-6=(1/4)(-2)+b
-6=(-1/2)+b
-6+1/2=b
b=-5 1/2
b= -11/2
Equation ; y= (1/4)x-11/2

4 x -16 y = 2
Find the slope of this line

-16 y = -4 x + 2
Divide by -16
y = 0.250 x + -0.13
Compare this equation with y=mx+b
slope m = 1/4

The slope of a line perpendicular to the above line will be the negative reciprocal -4
m1*m2=-1
The slope of the required line will be -4
