I am not sure whether it is -5x or 5x

First you have to find the boundary of the line
y=(2/5)x+2
when x=0, y=2 (0,2)
when y=0,x=-5 (0,-5)
plot the points and draw the line

Since there is an = sign the line should not be dotted.

Since y is less than or equal to something the shaded portion contains all the values of x & y. It will be below the line
