Explain why the answer in part b is not exactly twice the answer in part a.
I figured out the amount of work (answers above), but I do not know how to explain the answers.

I am going to guess that it is because, when you pump out the lower half of the tank, (which you would have to do to empty the tank), you have to pump it higher than when you pump out the top half.
