The Empirical Rule states that, for a normal distribution, 68% of the data will fall within one standard deviation of the mean, 95% will fall within 2 standard deviations, and 99.7% will fall within 3 standard deviations.  Since we want 95%, we need to talk about 2 standard deviations in either direction from the mean. 
 Since we want 2 standard deviations (so 30, since 2*15=30) in either direction from the mean, we'll subtract and add 30 to the mean.  216 - 30 = 186  and  216 + 30 = 246.  Therefore, 95% of the data will fall between 186 and 246.
