Next time, could you add parenthesis to help me better understand what you are implying. I can only guess.
13/(x - 1) = 4/(x + 2)
13(x - 1)(x + 2)/(x - 1) = 4(x - 1)(x + 2)/(x + 2) Since you have an EQuation, you can multiply throughout.
13(x + 2) = 4(x - 1)
13x + 26 = 4x - 4
9x = -30
x = -10/3

This one is just two fractions set equal to one another.
+13%2F%28x-1%29+=++4%2F%28x+%2B+2%29+
Cross multiply
+13%28x%2B2%29+=+4%28x-1%29+
Distribute
+13x+%2B+26+=+4x+-+4+
subtract 4x from both sides
+9x+%2B+26+=+-4+
subtract 26 from both sides
+9x+=+-30+
divide by 9
+x+=+-30%2F9+
reduce
+x+=+-10%2F3+
