Let J,H,E = the time of the Japan, Hong Kong and Europe tours 
Given:  
J = 2H 
J = E/2 
J + H + E = 8 
The first two equations give E/2 = 2H -> E = 4H 
Substituting the values for J and E in terms of H into the 3rd equation gives: 
2H + H + 4H = 8 
7H = 8 
H = 8/7 
So the Japan tour is J = 2*H = 2*8/7 = 16/7 weeks
