You can put this solution on YOUR website!
It's a rational number because you can express it as a/b where both a and b are integers. It just happens that your a = -685 and your b is 1000. How did we get that, you say? It's something that you've learned earlier in middle school or later elementary school - how to convert from fraction to decimal and the other way around.
