They really start the race with the oponent already having
covered 8 meters. He has just 192 meters to go while the
sprinter must run 200 meters.
Oponent DATA:
distance = 192 meters; rate= 8 m/sec ; time= 192/8=24.1 seconds

Sprinter DATA:
distance = 200 m ; 8.2 m/sec ; time =200/8.2 24.39 seconds
-----------
The sprinter wins. He cover the 200 meters in less time than the
oponent takes to run 192 meters.
