In how many ways can the offices be filled by these candidates? .... i was wondering if it was 20 ways because i know the formula is nPr= n! over r!(n-r)! .... so i just was wondering if i was right.

The formula you gave above is incorrect. So how did you get the correct answer?
5P2=5!/(5-2)!
=5!/3!
=5*4*3!/3!
=20 ways
