Solve for y:
2x – 9y = -12
9y = 2x + 12
y = (2/9)x + 4/3

The slope of the line is 2/9
The slope of lines perpendicular is the negative inverse, = -9/2

3 = (-9/2)*(-2) + b
b = -6
