AVG = SUM/# where # is the total number of numbers.


In this case the lowest possible average occurs when 15 give the least possible amount, 100, and the remaining 10 people give 0.


The sum 100+100+100...15 100's = 100*15=1500
The total number of people is 25
AVG = x = 1500/25 = 60
