To win I have to match a six digit number where each digit can be a number from 0 – 20 and the order of the numbers does not matter. I have to show the formulas to use to calculate if I have enough money to buy a ticket for every possibility.
I've read over the chapter four times in my textbook and I still can't figure out how to do the manipulatives.

You would have to buy 20C6 = 38760 tickets

60,000/38760 = $1.54
----
If each ticket costs <= $1.54 you could afford to buy
all the tickets.
If each ticket costs more than $154 you could not
afford to buy all the tickets.
