(2^2)^(2x-1)=2^(-1)
2^2(2x-1)=2^(-1)
2^(4x-2)=2^(-1)
So, exponents are equal.
4x-2=-1
4x=-1+2=1
Dividing both sides by 4, we get,
x=1/4
