This means that either :
1) x-9%3C11
x%3C11%2B9
x%3C20
or
2) -%28x-9%29+%3C+11+
%28x-9%29+%3E+-11+
Note in the step above I divided both sides by -1 , so I had to switch the inequality (switch the inequality whenever you multiply or divide by a negative number)
x+%3E+-11%2B9+
x+%3E+-2+

So putting these two restrictions on x we get:
-2%3Cx%3C20
