The very first thing I would do is multiply each piece by 8 to get rid of the fractions.
+4-5x=7x%2B28+
add 5x to both sides
+4=12x%2B28+
subtrace 28 from both sides
+-24+=+12x+
divide by 12
+-2+=+x+
