In order to have a triangle, the sum of the two shorter sides must be strictly greater than the longest side. Is ?

Yes. Any of the sides must be shorter than
the sum of the other 2 sides.
5 is shorter than 3 + 4, and that is the worst case
3-4-5 happens to be a right triangle
