Okay so the line with slope (m)=2/3 and that passes through the point (0,-4). Putting these values into the slope-intercept form of a line we get:
-4=2%2F3%2A0%2Bb
-4=b

Now, we just need to take this and put it back into the line formula (Note: as an equation we do not need a value of x and y, so leave them as x and y).

y=2%2F3x-4

Plug value of the slope and point( 0 , -4 ) in
Y = m x + b
-4.00 = 0 + b
b= -4 - 0
b= -4
So the equation will be
Y = 2/3 x -4
