if +a+%3C=+b+ then +a%2F%28-c%29+%3E=+b%2F%28-c%29+
given:
+-3j+%3C=+-9+
Divide both sides by +-3+
+j+%3E=+3+

test answer:
If +j+=+3+
+-3%2A3+%3C=+-9+
+-9+%3C=+-9+ True
and,
if +j+=+4+
+-3%2A4+%3C=+-9+
+-12+%3C=+-9+
