Let d = the diameter of the smaller circle
Then the larger circle has diameter = %283%2F2%29d
The area of a circle = pi%2Ar%5E2
So the area of the smaller circle = pi%2A%28d%2F2%29%5E2
And the area of the larger circle = pi%2A%28%283%2F2%29d%2F2%29%5E2
When we take the ratio, we are left with (3/2)^2 = 9/4
Ans: D.
