subtraction means divide, so write
log%28%2816%2F%282x%29%29%29 = 4
Simplify,cancel 2
log%28%288%2Fx%29%29 = 4
write the exponent equiv of logs
10%5E4 = 8%2Fx
10000x = 8
x = 8%2F10000
x = .0008
