Start by multiplying both sides by the denominator which is 3:
y%2B4=%28-2%2F3%29%2A%28x-9%29
3%2A%28y%2B4%29=3%2A%28-2%2F3%29%2A%28x-9%29
3y+%2B+12+=+-2%28x-9%29
3y+%2B+12+=+-2x+%2B+18

Add +2x and - 12 to each side:
2x+%2B+3y+%2B+12+-+12+=+-2x+%2B+2x+%2B+18+-+12
2x+%2B+3y+=+6
