It's 1 eqn with 2 variables, so you can solve for y in terms of x, or vice versa.

Solve for y, same as for an equation:
2x + 3y >= 15
3y >= -2x + 15
y >= (-2/3)x + 5
Pick 2 values of x and find y, eg
x = 0, y = 5 --> (0,5)
x = 3, y = 3 --> (3,3)

Plot the 2 points, draw a line thru them.
The line is 2x + 3y = 15
2x + 3y >= 15 is all the area above and to the right of the line, including the line.
