We need x all by itself on one side of the inequality sign.
4%2F5-3x%3C0 take 4/5 away from both sides because it doesn't have an x.
-4%2F5%2B4%2F5-3x%3C0-4%2F5
-3x%3C-4%2F5 Multiply both sides by -1/3 to get rid of the -3, WHENEVER you multiply OR divide by a NEGATIVE number FLIP the inequality sign.
