If you had asked "How fast was someone running during the time they ran 60 yards in 10 seconds" then I would be able to help you derive a number that would correspond to the average rate of the runner. Of course I would only be guessing whether you wanted the answer in yards per second, feet per second, miles per hour, or even nanometers per microsecond since you didn't bother to specify. You just divide the distance by the time and then convert to whatever units you want.
However, there is no way to guess how fast the person is running (present tense) based on how far they ran (past tense) in some period of time that has already expired.
