"Or" means you want a combination of the two.
> and < both indicate that x is not = to 3 and x is not = to -3. That means that for some books you put an open circle over 3 and -3. I don't have circles so I'm going to show you what some othe books use, a ) over -3 and a ( over 3.
> means you shade the numbers bigger that 3 and < means you shade to the left of -3.
