Multiply 3 by 2 1/2 to get

3*(2 1/2) = 3*(2+1/2) = 3*2 + 3*(1/2) = 6 + 3/2 = 6 + 1 1/2 = 7 1/2

So she needs 7 1/2 cups of flour (seven and a half cups of flour)
