5X+2Y=18 OR 2Y=-5X+18 OR Y=-2.5X+9 OR THE PERPENDICULAR LINE WOULD BE
Y=.4X+b SUBSTITUTING 2 FOR X & -7 FOR Y WE GET -7=.4*2+b OR -7=.8+b OR b=-7.8
THUS THE LINE IS Y=.4X-7.8
