 Claim:  The standard deviation is greater than 5.2 lbs.  When a simple random sample of 21 items is taken from a normally distributed population, s - 6.8 lbs.
 I have to identify the null and alternative hypothesis, identify the sampling distribution (normal, t, chi-square) of the test statistic.
