It seems "it takes him 4 hrs" to get to LA...
.
Going to L.A...
200 miles = 4 hr * r
r = 50 miles/hr
.
Coming back from L.A...
200 miles = 5 hr * r
r = 40 miles/hr

Going to LA, Steve's speed is
+200+%2F+4+=+50+ mi/hr
His average speed coming back is
+50+-+10+=+40+ mi/hr
Coming back:
+200+=+40%2A5+
+200+=+200+
