One minute has 60 seconds and 1 hour is 60 minutes, so it has 60x60 seconds = 3600 seconds.
2 percent is 2 out of 100, or 2/100, or 0.02
30 percent is 30 out of 100, or 30/100, or 3/10, or 0.3
2 percent of 1 hour is 0.02 x 3600 seconds = 72 seconds.
30 percent of one minute is 0.3 x 60 seconds = 18 seconds.
The difference is 72 seconds - 18 seconds = 54 seconds.
