Change the mixed number
to an improper fraction:

 ---- ÷ ----

Invert the second fraction
and change division to
multiplication:
    
  43     14
 ---- × ----
   7      3

Cancel the 7 into the 14:

  43     14
 ---- × ----
   7      3
   1

Multiply numerators
and denominators:

   86
  ----
    3

Divide numerator by denominator and
carry to one more place than thousandths.

  28.6666

28.6666 rounds off to 28.667
