If the 7 cm is one of the equal sides, than the other is also 7, but you don't know how long the base is.
In order to solve this problem, you need two more things. First, you need to know which side is being talked about. Second, you need to know what the angles of the triangle are, and then you can use the trigonomic functions of sine, cosine, and tangent to figure out the lengths of the sides.
