What is the number?
A tens place is the largest place mentioned, and thousandths place
is the smallest place, so the number is a decimal of this form:

To the nearest ten, the number rounds to 30.
So the number is either

2 9 . _ _ _     or  3 0 . _ _ _ 

The digit in the thousandths place is 3 times the digit in the tens place.
So it's either

2 9 . _ _ 6     or  3 0 . _ _ 9

The sum of the digits is 13.
The first one is ruled out since 2+9+6 = 17 which already too much

So it's

3 0 . _ _ 9

with sum of digits so far as 12 and so the two digits in the blank 
can only add to 1, so one of them is a 1 and the other is a 0.
