Since that is what it says on your math homework, I would try to find the slope of the line that passes through those two points.
subtract the second y from the first 1-3=-2
subtract the second x from the first 0-(-6)=6
divide the first answer by the second answer -2/6=-1/3

slope = change in y / change in x

(x, y) = (0,1)

(x1, y1) = (-6,3)
.
slope = (1-3) / (0-(-6))
.
slope = -2/6 = -1/3
.
