y = 2x -3
y-intercept = (0,-3)
x-intercept:
0 = 2x-3
0 = 2*3/2 -3
(3/2,0)

2x +4y = 8
4y = -2x +8
y = -1/2x +2
y-intercept: (0,2)
x-intercept:
0 = -1/2x +2
1/2x = 2
x = 4
(4,0)
.
You may notice the the slope of the first equation is 2.
So the slope of a perpendicular line will have a slope of -1/2.
That is the slope of the second line.
