x = cost of shorts
x + 2.50 = cost of tops
17x + 20(x + 2.50) = 346
17x + 20x + 50 = 346
37x + 50 = 346
37x + 50 – 50 = 346 – 50
37x = 296
x = $8 … cost of shorts
x + 2.50 = $8 + $2.50 = $10.50 … cost of tops
17x = 17($8) = $136 .. order for shorts
20($10.50) = $210 … order for tops
