I subtracted 3x from both sides to get y = -3x-2, meaning the slope is m= -3 and b=-2. The second equation is y = -5x. Do I divide both sides by -5 or what? I am lost.

You can see that the slope m+=+-5 and b+=+0
You do not need to divide by -5 or anything.
Your equation is already in the slope-intercept form.
