 Change 3/10 to .3 hr

 then
 (s+12) = his riding speed

 Write a distance equation, dist = speed * time
 :
 .8s = .3(s+12)
 .8s = .3s + 3.6
 .8s - .3s = 3.6
 .5s = 3.6
 multiply both sides by 2
 s = 7.2 mph is his jogging speed
