 if the coefficient determinant is zero ,then depending on the value of the constants,we can get set eqns.with infinite or no solution.
 so first step is to make coefficient determinant vanish
 that is 2k+4=0
 k=-2...we find that then
 2x-y=3
 4x-2y=4...which with the given constants are inconsistent as eqn.1 *2 gives
 4x-2y=6...where as
 4x-2y=4 as given.hence they have no solution for k=-2
