Let x be the sealevel

highest point be sea level = x+15541 -> equation 1
lowest point below sea level = x - 104 -> equation 2
difference between the elevation of highest and lowest point =
x + 15541 - (x -104) -> equation 1 - equation 2
= x + 15541 - x + 104
= 15541+104 = 15645 feet
Difference between the highest and lowest point = 15645 feet
Height of city from sea level = x+7149 -> equation 3
Difference between the elvation of hightes pioint and the city
= x+15541 - x -7149 (equation 1 - equation 3)
= 8392 feet

Difference between the elvation of lowest pioint and the city
= x+7149 - x +104 (equation 3 - equation 2)
= 7253 feet
Hence the elevation of the city is closer to the lowest point
